Den 13 mars 2014 beslutade regeringen att ge en särskild utredare i uppdrag att se över beskattningen vid ägarskiften i fåmansföretag. Genom ett tilläggsdirektiv kom utredningen även att se över de särskilda skattereglerna för delägare i fåmansföretag.
