Utmärkelsen har funnits sedan 1803 och tilldelas arbetstagare som under sin anställning hos staten skött sig korrekt. All arbetstid i staten räknas in i de 30 år som krävs för att bli tilldelad NOR. Arbetstagaren kan alltså ha varit anställd
