Årligen genomförs offentliga upphandlingar i Sverige för stora summor. Upphandlingsprocesser kan vara tidskrävande men med planering kan offentliga myndigheter skapa goda förutsättningar för att snabbt och effektivt kunna tillgodose sina behov. In house-undantaget ger myndigheter möjlighet att upphandla direkt utan annonsering. För att myndigheter ska kunna tillämpa in house-undantaget krävs tre In Sweden, public procurements involving large sums of money are conducted annually.
