Kommuners sätt att sköta sina uppdrag har förändrats. Till en del har det tagit sig uttryck i en ökad konkurrensutsättning av verksamheter som tidigare drivits i kommunal regi. Genom att studera fyra kommuner vill jag belysa de formuleringar som ligger bakom äldrevården och det förändrade arbetssättet.
